Hotfix randomizes the DSM task creation time in Windows 8.1

Symptoms

This article describes a hotfix that is available which randomizes the Device Setup Manager (DSM) task creation time in Windows 8.1.

Currently, the DSM task may result in all systems trying to ping Windows Metadata and Internet Services (WMIS) servers at the same time locally. This issue can result in large WMIS request spikes that reduce the availability and cause unserved requests.
