Video frame rate is low in remote sessions to a Windows 8.1 or Windows Server 2012 R2 virtual machine

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 7 together with Service Pack 1 and that has Remote Desktop Client (RDC) 7.1 or a third-party implementation that uses Remote Desktop Protocol 7.1.
  • In RDC, you connect to a Windows 8.1 virtual machine that has the Microsoft RemoteFX virtual graphics processing unit (vGPU) enabled.
  • You play a video in Windows Media Player.
In this situation, the video has a low frame rate and is jittery.
