PAC file does not work correctly for Lync Phone Edition

Symptoms

Consider the following scenario:
  • A user has a telephone that is running Lync Phone Edition.
  • You install the cumulative update that was released in June 2013 or in September 2013 on the telephone.
  • You configure a proxy auto-configuration (PAC) file for the telephone.
  • You use the IsInNet function in the logic in the PAC file. For example, you use the IsInNet function to determine whether to use direct access for an IP address.
In this scenario, the telephone does not correctly use the proxy settings that are configured in the PAC file.
