You cannot develop Windows 8.1 Preview-based apps in Visual Studio 2013 RC

Symptoms

You cannot install Visual Studio 2013 Release Candidate (RC) in Windows 8.1 Preview or Windows Server 2012 R2 Preview. Additionally, Windows Store app development requires Windows 8.1 RTM, which is available only to MSDN and TechNet subscribers.

Workaround

To work around these issues, use Microsoft Visual Studio 2013 Preview to develop Windows Store apps or Windows desktop apps for Windows 8.1 Preview.
