Scheduled task that is triggered by locking or unlocking computer does not start in Windows 8 or Windows Server 2012

Symptoms

Consider the following scenario. You create a scheduled task on a Windows 8 or Windows Server 2012-based computer. Then, you set the trigger for the task to On workstation lock or On workstation unlock for a specific user account. In this scenario, the task does not start when you unlock or lock the computer by using the user account.
