You cannot exclude ports by using the ReservedPorts registry key in Windows Server 2008 or in Windows Server 2008 R2

To resolve this issue, install the following hotfix on the computer. After you install this hotfix, you can exclude ports by using the Netshell command prompt utility. The following are examples of Netshell commands:

• To exclude a range of ports from a range of ephemeral ports, run the following Netshell command:
  netsh int <ipv4|ipv6> Add excludedportrange [protocol=]tcp|udp [startport=]<integer> [numberofports=]<integer> [[store=]active|persistent]
  Notes
  • This command excludes consecutive blocks of ports. The range of ports that you want to exclude should be within the range of ephemeral ports. The maximum range of ports that can be reserved every time that you run this command is 2048.
  • The Store parameter is optional. By default, this parameter is persistent and active.

• To remove an exclusion from a range of ports, run the following Netshell command:
  netsh int <ipv4|ipv6> delete excludedportrange [protocol=]tcp|udp [startport=]<integer> [numberofports=]<integer> [[store=]active|persistent]
• To query the range of ports that is currently excluded, run the following Netshell command:
  netsh int <ipv4|ipv6> show excludedportrange [protocol=]tcp|udp [[store=]active|persistent]
  The following is an example of the output that is generated when you run this command:

                 Start Port             End Port               
                 -----------            -----------               --
                      50000                     10                 *
                      50012                      5                 
  

  Note In this example, "*" refers to port exclusions that were added by using the Netshell command prompt utility.

Notes

• After you apply this hotfix, an exclusion that is added by using the CreatePersistentTcpPortReservation or CreatePersistentUdpPortReservation function cannot be deleted by using the Netshell command prompt utility.
• After you apply this hotfix, static binding to a port that is in an excluded range is enabled.
