All the TCP/IP ports that are in a TIME_WAIT status are not closed after 497 days from system startup in Windows Vista, in Windows 7, in Windows Server 2008 and in Windows Server 2008 R2

Symptoms

On a computer that is running Windows Vista, Windows 7, Windows Server 2008, or Windows Server 2008 R2, you experience the following issues.

Issue 1

All the TCP/IP ports that are in a TIME_WAIT status are not closed after 497 days from system startup. Therefore, TCP/IP ports may be exhausted, and new TCP/IP sessions may not be created.

Note Some network-related operations to this computer may be affected by this issue. For example, you try to use some remote administration tools to manage a Windows Server 2008-based domain controller that has been running for more than 497 days. In this example, the remote administration tools cannot connect to the domain controller.

Issue 2

TCP/IP chimney offloading fails after 248.5 days. Therefore, systems will stop responding after 248.5 days if offloading connections are being used.

More Information

This hotfix includes the problem that is described in KB 2752589. Therefore, you should refer to KB 2752589 before you apply this hotfix. For more information, click the following article number to view the article in the Microsoft Knowledge base:
2752589 "0x000000D1" Stop error after you install hotfix 979612 or any later version of the hotfix that contains the Tcpip.sys file on a computer that is running Windows Vista or Windows Server 2008

Security update information

If you have applied Security Bulletin MS12-032 (KB 2688338) and you try to apply the hotfix that is described in this article, you will receive an error message that states that the computer does not need the hotfix. MS12-032 includes the KB 2553549 hotfix for Windows 7 and for Windows Server 2008 R2. However, on Windows Vista and Windows Server 2008, the hotfix is necessary, even if MS12-032 has been applied.

In Windows Server 2008 R2 and in Windows 7, this hotfix is released as a dual branch payload that supports both LDR and GDR branches. Therefore, the latest security update program that has been released for these systems and that contains the same binaries as this hotfix package also contains the fix for the issues that are described in the “Symptoms” section.

However, In Windows Server 2008 and in Windows Vista, this hotfix is released as an LDR branch-only payload. Therefore, the latest security update program that has been released for these systems and that contains the same binaries as this hotfix package does not contain the fix for the issues that are described in the “Symptoms” section.
